Rebuilding the fortress? Europe in a changing world economy

Two rival visions of Europe’s place in the world economy competed for primacy throughout post-war era. The idea an ‘Atlantic Europe’ promoted close economic ties to United States and integration into liberal international order. An alternative ‘Fortress vision aimed carve out a sphere relative European autonomy backed by trade barriers industrial protectionism. While many argued that was defeated during globalization 1990s 2000s, concepts such as sovereignty, strategy ‘strategic autonomy’ have returned EU circles. Is rebuilding taking this context? This paper argues old tension between ‘Atlantic’ ‘Fortress’ Europe is re-emerging but new form under set conditions. A ‘selective fortification’ policy shape, policymakers develop targeted instruments institutional capacities aim insulate firms from patterns competition. selective refortification capitalism has implications debates within political (IPE) on future order, competitive regionalization, restructuring relation state global capitalism.
